What are bid documents?
If you are interested in an opportunity, the bid documents provide detailed information and requirements, including how to submit your response. It is important to read all the provided documentation.
How to Download Documents?
Please take the following steps to efficiently download bid documents:
Click on Solicitations and Search to get to the “Solicitation Search” page.
Enter simple keyword(s) or a specific Solicitation Number and Search.
Click the title of the bid to open the bid details.
On the upper-right side of the screen, click the Download Page icon.
Select All to check the box for each file.
Click Download Selected Documents to download the selected bid documents to your computer.
The “Status” of all downloaded files will change from “Not Downloaded” to “Downloaded”.
Each “Downloaded” file will have a question mark symbol containing the timestamp of the download.
Use the browser’s back arrow to return to the Notice page.
By default, you are now Following this bid and will receive email notifications of any updates.
Review the documents and submit any questions to the agency during the QA period.

How to download all the documents?
For an electronic bid submission (EBS), you must download ALL files in the bid package for compliance purposes. To see if you have downloaded all published files, click on the Download Page icon in the upper-right corner. This shows the “Status” and applicable timestamp for each file. Click Select All to download all files at once, or select specific boxes for the files that are “Not Downloaded” and click Download Selected Documents.
What is this document asking?
Any questions regarding interpretation of the bid documents should be directed to the issuing agency before the Question Acceptance Deadline.
What does being a document holder mean?
A document holder is any registered vendor who downloads at least one file from a specific bid. The issuing agency decides if they wish to publish this list. If visible, it is shown as a “Document Request List” or “Plan Holder List”. The published information includes your organization’s contact information, including the full name of the main admin. Once you are on the list, you cannot be removed.
How can I see who downloaded documents for a solicitation?
The Document Request List or Plan Holder List is only visible to registered suppliers if the buyer decides to make it available.
Can I be removed from a Document Request List or Plan Holder List?
Once you are on the list of document holders, you cannot be removed.
Can I export the data from a Document Request List or Plan Holder List?
You may print the list of document holders; however, the contact details cannot be exported.
Can you see who is the prime or sub on the Plan Holders List or Document Request List?
No, the Plan Holder List or Document Request List is simply a list of vendors who have downloaded documents for that bid.
When will the bid documents, addendum, bid results, or award be published?
Refer to the published documentation for any pre-defined timelines. For any clarifying questions, please contact the issuing agency during the question acceptance period.
Why are there no documents posted?
If there is no documents tab or Download Page icon, please look for more information in the Description or the Disclaimer section of the Notice page.
